Carlos Alberto Arroyo Ornelas has been a director since 2012. He earned his Bachelor in Accounting from Universidad Panamericana and is a licensed Certified Public Accountant. He currently is the franchise owner of Creditaria Aguascalientes. He has served as a consultant for Central de Gas, S.A. de C.V, Provecom, and Dexterity, S.A. de C.V. He was the general director of United English, S.C. from 1999- 2008. He also gave courses at Universidad Cuauhtémoc. He was an accountant for Grupo Modelo, S.A. de C.V. from 1994-1997. He was a financial controller for Organización DOT S.A. de C.V. from 1997- 1999.

FOUNDERS

Mrs. Guzmán has been with the organization since before its founding in 2012. She is an educator with experience teaching and coordinating in a variety of contexts, including the PreK-12 foreign language classroom, elementary full-immersion setting, and as a Fulbright Scholar, Title 1 Reading Coordinator and ESOL specialist. She holds a BS in Education from the University of Missouri-Columbia and a MAT with an emphasis in TESOL from Washington University in Saint Louis. She is working towards a second Masters in Education in the area of reading.


Ruben Guzmán has been with the organization since before its founding in 2012. He currently is a LEED AP Senior Preconstruction Manager at Paric Corp. He earned his Bachelor of Science in Civil Engineering from Universidad Iberoamericana in Mexico City, Mexico. He later earned his Master of Construction Management from Washington University in St. Louis. Ruben joined Paric in 1999 as a Project Engineer and was quickly promoted to Senior Project Engineer in 2001. He was then promoted to Project Manager in 2004 and in 2006 transitioned into the role of Preconstruction Manager. Ruben was promoted to Senior Preconstruction Manager in 2007.


Eduardo Ocampo Gayon has been a director since 2013. He graduated from the Instituto Tecnológico Autónomo de México —ITAM—, and holds the Harvard Certificate in International Taxation. Currently, he is a tax advisor as a founding partner of Muñoz, Manzo y Ocampo, S.C. and a founding Associate of Ortiz, Sosa, Ysusi, where he was promoted to partner. He has also worked at Chevez, Ruiz, Zamarripa. Eduardo is a Member of the Mexican College of Public Accountants —CCPM—, of the Mexican Institute of Public Accountants —IMCP— and of the International Fiscal Association —IFA—, where he has been a reporter for the Mexican Branch in world congresses. In addition, he has been a professor on tax related topics giving lessons at ITAM and at Universidad Iberoamericana.


Who are we?

QIEC is a Missouri non-profit corporation established to pave the way for high-quality, bilingual education to all students, regardless of income. Our mission is to fund the opening of both an Early Childhood Center and an elementary school in Queretaro, Mexico.  Our ECC opened February 1, 2014.   

Gabriela Hernandez Blanco has been a director since 2013. Gaby, who is currently a subdirector with Mass Afluent Strategy at Banamex Citigroup, graduated from Instituto Tecnológico y de Estudios Superiores de Monterrey with a degree in marketing. She later returned to complete her MBA. She holds numerous professional development certificates in Strategy and Implementation for Results (2011), Contact Center Management (2005), Executives in Franchising (2008), Green Belt Six Sigma (2006), and Corporate Social Responsibility (June 2013). In the past, she has been a teacher of marketing and marketing strategy at the UNITEC and the Universidad Anáhuac (2005–2008). She is also the marketing consultant for Instituto de Desarrollo Empresarial Anáhuac (2005-present).
